PROCEDURE:
- Premix the actives from phase B with the Eumulgin® L and Cetiol® HE until homogeneous.
- Add phase B to water while mixing.
- Add alcohol and mix until homogeneous.
- Add ingredients from phase C, fragrance, and preservative, and adjust to pH ~5.00. May heat to 40C if necessary.
